S.O.G. officers who are trained and equipped to handle specific types of incidents or crimes that require specialized training, skills, tactics, and equipment.

MISSION STATEMENT 

The mission of the V.P.D., in collaboration with A.T.I., is to elevate the performance and professional stature of security personnel by offering a reliable and validated training resource, along with a platform for the development of tactics and information sharing. The ultimate aim is to enhance public safety and security through superior training, education, analysis, and tactical proficiency.

                                                              Mitigation and Rapid Strategic Operation Group (M.A.R.S.O.G.) is a designated                                                                  security unit whose members are recruited, selected, trained, equipped, and                                                                      assigned to handle critical incidents that pose a threat to public safety. These                                                                      incidents may include natural disasters within our clients' properties or events                                                                      that surpass the capabilities of standard security personnel and initial first                                                                            responders.

S.E.A.R.

                                                              Strategic Environment and Active Response (S.E.A.R.) is a specialized unit                                                                        dedicated to humanitarian aid. Its members are recruited, selected, trained,                                                                        equipped, and assigned to provide humanitarian assistance and respond to                                                                        natural disasters, whether within our clients' properties or in the public domain.                                                                    The unit maintains a security presence while fulfilling its humanitarian mission.

F.R.T.F.

​                                                              The goal of a Fugitive Recovery Task Force is to locate and apprehend                                                                                 individuals who have absconded or are attempting to evade justice after being                                                                  charged with or convicted of a crime. These task forces typically consist of law                                                                    enforcement officers and sometimes bounty hunters who work together to track                                                                  down fugitives and bring them back into the criminal justice system.

                                            The primary purpose for M.A.R.S.O.G. and S.E.A.R. is to provide a systematic approach to                                                securing and protecting property while prioritizing the protection of life in line with the                                                          circumstances presented.

                                            While life safety is a top priority for these specialized units the specific circumstances will                                                  dictate the level of force necessary to adequately protect property, the public at large, and                                                  the officers involved.

                                            Situations Requiring M.A.R.S.O.G. / S.E.A.R. Employment:

1.     Humanitarian Aid:

o   A. Accelerating Disaster Recovery: M.A.R.S.O.G. / S.E.A.R. helps reduce the time between disaster and recovery, easing the process for survivors.

o   B. Distribution of Essentials: Handing out food, water, and other essential items, as well as relaying information to expedite the recovery process.

o   C. Pre-Disaster Training: Preparing communities and individuals by gathering essential items like water and non-perishable foods, ensuring readiness when a disaster occurs.

2.     Protection of Assets and Personnel:

o   A. Business Security Post-Disaster: Providing security to protect business assets following a disaster.

o   B. Disaster Management Assistance: Managing natural, civil, pandemic, technological disasters, or terrorist attacks.

o   C. Personnel Protection: Deploying to disaster areas to protect personnel, allowing them to return to work sooner with assured safety.

o   D. Securing Client Businesses: Helping secure client businesses or recover assets.

o   E. Establishing M.E.R.C.: Setting up the Mobile Emergency Response Center for extended security coverage if needed.

o   F. Incident Management Support: Providing an incident management team to support emergency operations, such as those conducted by FEMA, local law enforcement, and emergency units.

 

                                M.A.R.S.O.G. / S.E.A.R. Response

M.A.R.S.O.G. / S.E.A.R. Units provide essential security during crisis situations, often acting as the sole security provider or supplementing existing security during critical times. These teams are more than routine security guards; they include personnel with former law enforcement or military experience, who are highly disciplined and trained for crisis intensity.

Modern communications equipment is key to the effectiveness of these teams.
M.A.R.S.O.G.  / S.E.A.R. members are uniformly attired in a manner that enhances their image of respect and authority. During hostile situations, these teams may perform similar missions in combative environments.

                     M.A.R.S.O.G. / S.E.A.R. Priorities During an Incident:

1.     Protecting Lives: Including law enforcement personnel, bystanders, and suspects; isolating and containing the incident.

2.     Gathering Information/Intelligence: An ongoing responsibility from the beginning of an incident until its resolution.

3.     Protecting Property/Equipment: Preventing escape if necessary, apprehending offenders, and conducting an assault (only if all other alternatives have been exhausted, no other assistance is expected, and a threat to human life exists).
